Project Web Access

Good day. Isn't PWA supposed to open Projects in a web browser. Let's say a user has Project web Access but does not have Project 2000, Project Professional etc installed on their PC. Isn't the user able to open a Project in Project Web Access via a Web Browser. I uploaded a project using PWA. I then went to another PC that did not have project installed. I then tried opening the project using PWA. But the project did not open. Instead it was looking for Microsoft Project to open the program. Isn't the project suppose to automatically open up in a Web Browser if the user does not have Microsoft Project installed. I thought that was the main purpose of Project Web Access. So that users can open up Projects via a web browser. Can someone please tell me what am i doing wrong. Any assisitance will be gladly appreciated. Thank you.

If you only want to view the project, then you can do that by clicking on a
project name in the Project Center, which takes you to any number of views
you can apply to the project. However, you cannot manage or modify a project
using the web client.
