Project Workspace not accessible

One of our Project Managers has created a project but for some reason a
Workspace has not been generated. So I manually created one and seems like it
is linked to the project in question. However no one other than the admin can
access this workspace. I checked the permissions (in Site Settings for the
project workspace)and looked like they were inherited from Project Server.

Btw there's a tab with the name of this particular project on top of PWA
right next to the Home tab. Now that I pay closer attention it doesn't look
like that the workspace for this project is actually a workspace; when I open
up that tab the title still says PWA instead of the project name...

What version of Project Server are you using, 2003 or 2007?

How did you create the workspace manually? I'm assuming from the Project
Server PWA Admin pages... If you select the correct project and then click
the 'Create Site' button a new project workspace is created, with the
correct WSS template. On the new workspace you should find lists for issues
and risks, as well as a document library. This will give you an idea on
whether the correct template has been used to create the new site.

I'm using 2007. Here's how I created the page:
Project Web Access > Create > New SharePoint Site

I just figured what the tab is for; when I created the workspace I also left
the box for "Display this site on the top link bar" checked. But still none
of the people listed under the workspace have access to it.

It sounds like you have created a new SharePoint site, however not a project
workspace for one of your projects.

Follow these steps to create a new project workspace for an exisiting
project (MOPS2007):

- Open PWA, login with an Admin account
- Go to 'Server Settings'
- Click 'Project Workspaces' from the 'Operational Policies' section
- Select the project you need to create a workspace for
- Click the 'Create Site' button in the toolbar
- Finally, specify the URL for the new site in the dialog page
