Project2003 does not allow quarterly or bi-month recurring tasks

I need the ability to set tasks at regular recurring intervals that are not
every month. Could be every other month, quarterly, every 4 months,
semi-annual etc.

I'm confused by your statement that Project 2003 does not allow the
recurrence you seek. When you click Insert - Recurring Task, I see the
options available for the Monthly recurrence pattern (in addition to every
month) are: every other month, every 3rd month (quarterly), every 4th
month, every 6th month (semi-annual). Do these options not work for you?
