Projects in Reporting db but not in Draft of Published

I have two projects which appear in the MSP_Projects table in the
Reporting database, but do not appear in the tables in either the
Draft or Published databases.

Two questions:

1. Any thoughts on what could cause this?
2. How can I make sure our Reporting database is completely in sync
with the Published database? Can I force a synchronization?
