Projects remain checked-in on the Server

We are having periodic problems with Project Server 2002,
where a project remains in a checked-in state on the
server but the owner is unable to access it from the
client. The admin has to physically check it back in
through the admin tool before the owner can access it
again. Any ideas on why this is happening?

Ralph:

This happens most often when users close the application and the plan at the
same time, rather than closing the plan first.

It also happens when users click the x-button to close a plan rather than
File > Close

It also happens because of hiccups on the network
