Sadly, I believe this value is not accessible in Microsoft Project 2007 once
you convert the Proposal to a project. I wish it would appear in the
Properties dialog (File - Properties) in the Comments section, but alas, it
does not. Hope this helps.

This field is not accessible once you convert it into a project. This is
very unfortunate.
I suggest adding your own custom text field for this purpose and using
training and process to populate the custom field rather than the
description field provided in proposals.
