Proposal not converting to a Project

Problem: I have created a proposal and manually approved it (workflow
automation has not been enabled). When I choose to "Convert" the proposal,
the proposal remains in the Proposals and Activities area. Nothing is moved
to Project Center.

Hi Kevin, did you ever get this issue resolved? I am having the same exactissue in my production environment. The project conversion works fine on afresh testing environment that I setup separately, but I cannot figure outwhat is causing the issue in production, even though all the versions and service packs are setup exactly the same way.

System Info:
Server #1:
-Windows 2003 R2 STD SP2 X64
-WSS 3.0 SP3
-Project Server 2007 SP3
Server #2:
-SQL Server 2008 STD R2 X64

I used to have the same problem exactly, however, after I contacted Microsoft support, they have actually solve it and frankly I was shocked from the way it was solved.

resolution:
1. Open Server settings page
2. Click on Task Settings and Display
3. Check "Force project managers to use the progress reporting method specified above for all projects"

That's it, it will work now
