Proposal workflow in Project Server 2007

Hello,
I've read the threads on this problem and I haven't found a solution yet.
We've installed MOSS 3.0 and Project Server 2007. The "out of the box"
workflow for proposals is not working. The workflow status section isn't
showing. We tried the suggestion from Ben Howard on changing the config.sys
file and it still doesn't work. (I've inserted his solution below.) Does
anyone know what we are doing wrong?
TIA
Teresa

Solution suggested by Ben Howard:
1. Add a "special" account to Project Server and give it "Log On" and

I think this is an icombo issue with WSS30/MOSS/PS07

....other then Proposals, I can't use workflow for project documentss ..

Hi Teresa,

It can depend what order you installed things in - and also exactly what you
installed. MOSS 3.0 does not exist. You either have WSS 3.0 (which does
not support the Proposals workflow) or you have MOSS 2007 (which does) and
Project Server 2007. If you installed MOSS after you had already configured
Project then this may also be your problem. If you did this then depending
how far you have got in your deployment a workaround is to create a new PWA
site which will then get the new functionality. You could also create a new
PWA site just to test this.

Best regards,

Brian.
