Hi Mahesh!
You can only allow insertion of rows and columns in Excel 2002 and
2003.
The approach is to change the defaults in the Tools > Protection >
Protect Sheet dialog. Place checks against "Insert Columns" and
"Insert Rows"
To protect a single cell:
Select all cells on the sheet by clicking the button at the
intersection of Row numbers and Column letters
Format > Cells > Protection Tab
Remove check from "Locked"
OK
Select the cell you want to protect
Format > Cells > Protection Tab
Place check in "Locked"
OK
Tools > Protection > Protect Sheet
In Excel 2002 and 2003 you can now vary user "rights"
Give and confirm the password [if required]
OK
