How do I protect a form so users can fill-in the form and save the form in
another name. The original form should open as a blank form when it is
re-opened.

It needs to be a template and you should use form fields on the form toolbar
and then protect from the toolbar, too.

With the Form toolbar open you will notice a lock option. This
prevents others from adding or editing any part of the form where
there is no field. Once locked, remove the toolbar and save the
document as a template. In that way, people who open your form will
not be able to access your template and will thereby create a new
document.

Thank you for replying to my question. .I have done this but I want the
users to be able to save after filling-in the form, as a new file, not as the
same file as the original form.
I tried protecting the form with a password using Tools - Option - Security
- Password to modify. This works but when you open the file, a pop-up
appears asking for the password to edit or open the file as read-only. How
do I get rid of the pop-up message?

What you need to do is create a template (File/Save As, Type=Template) and
then create new files based on the template using File/New. That way each
time the template is used a new document will be created, without any
previously entered data filled in, =and force a Save As since it is a new
document.
