"Protect" grayed out on Forms Tool; want to be able to use it

Am trying to have a "check box" which can be checked off on my form. It needs
to be "Protected" so that it cannot be changed, but the "Protect" little lock
feature on the Forms toolbar is grayed out. How do I make it work?

Is your document a mail merge document? Turn on the Mail Merge
toolbar, click the first command, Main Document Setup and make sure
it's set to "Normal Word Document"
