Protect Sheet Password Limited to 15 Characters?

I have been trying to password protect a sheet in excel 2007 (12.0.6504.5001)
SP2 MSO (12.0.6425.1000), with a 20 character password and have been getting
the message the "Confirmation Password is not identical". So I thought it
was my typing skills as you can no longer paste in the password confirmation
field.

so I conducted an experiment and entered the password 123456789012345 and
Excel accpeted this. When I entered 1234567890123456 I get the message of
them not being identical.

Is anyone else getting this same problem?

I have the same version, but it works as expected, also with 20 characters.
I did download and install this hotfix though (not sure if it makes a
difference):
