Protecting a Form

I am using Access 2003
Is it possible to lock a form with a password so that no one can change the
data
except for 1 or 2 people? If so, how do I do this?

You are taking about user-level security. In that case simply implement
Access' User-level security and you'll be able to control what each user can
access within the database.
