Protecting as form - wierd result

Hi, I have a document I want to protect as a form to prevent any changes,
copying etc. Normally works fine but on 1 document when I protect it goes to
page 13 of the document rather than staying on Page 1. Tried reveal
formatting but there are no fields or any reason I can see why it's going
there. Any suggestions much appreciated.

Do you have any formfields before page 13?
