Protecting items in a template

Anyone know if Word supports making templates that allow a user to input in
some areas while leaving others protected?

The purpose of a template is so that the original format can be used over
and over again with individual modifications made to copies of the template.
An example of a template in paper form, is the "While You Were Out" pad of
paper. Each new "document" is created and then filled in.

What you are talking about is what Word calls an "online form." Check this
