Protecting *only* the subweb

I am trying to create a protected subweb within a public web constructed in
FP 2002. The problem is that the parent web keeps taking on the same
permissions structure as the subweb. If I protect the subweb, the parent
web is not accessible except by user name and password. If I remove the
restrictions from the parent web, they get removed from the subweb as well.

The process of setting these permissions is not what I expect from following
the KB instructions. When I go to set the permissions, a new web browser
window opens. Clicking on any option causes n file "fpadmcgi.exe" to
download (there is no option to run the file), and all I can do is download
it to my desktop. How do I restrict access to the subweb and keep the
parent web accessible?

Try doing this with IE instead of firefox or netscape browsers (it will
at least not try to download fpadmcgi.exe).
Tools - Server - Permissions - Unique permissions
(do not inherit from parent web).
