Provisioning PWA Site Failed

I am running into a problem completing the Project Server 2007 installation.
I am at the last step where I am provisioning the PWA site in the farm.
After inputting all specifics and starting the creation, the system goes
through "waiting for resources", then "creating databases", then comes up
with the error, "Failed - See the Event Log". Checking the event log finds
three errors with event ID's: 6971, 6962, and 6051. All three seem to be
generic errors and searching on them brings up nothing. Respective
descriptions of the errors are "Fiailed to provision the site PWA.",
"Provisioning 'PWA': Site database collection creation failed.", and
"ProjectSite not created."

Some specifics. We are creating a small farm with a primary application and
web server plus a separate database server. We are using the high security
model with has separate service accounts for Sharepoint, Project Server,
SHared Services Provider and Sharepoint Search.

Some inconsistencies I've found in instructions include when and whether it
is necessary to create a Site collection before provisioning the server site
and what necessity is there that the installation be performed signed in as
the Farm account or whether a simple domain account with local admin
priviledges is sufficient.

I resolved this issue. I'm not completely sure what the cause was, but it
had something to do with the project server databases being created
incorrectly. My sql admin created the sites before I began the installation
and something about the way he created the sites was causing the errors. I
referred him to the section in the deployment document that discussed
manually creating the databases and he recreated them. So, if you are
getting the errors I indicated, and your admin created the databases
manually, you should probably have him/her recreate them according to the
document.
