Proxy reporting of time (reporting tasks for non-PWA users)

I have a PM that has some resources in the field that aren't used very
freqently over the life of a job. He would like to be able to have
one person collect the time for all of those people and report their
time in PWA. Basically, one person enters time for 5 people.

Another way to think of it is if I have a resources on a plan that
don't use PWA, but I have a manager (not a PM) at that station that
collects the time for all of his workers each week. How would this
person update the tasks and enter time for the non-PWA users?

Logging in as the non-PWA users isn't going to be an option, due to
security requirements. I see a function called adjust actuals, but
that doesn't seem to work, nor let me report on % complete, which is
what this project uses.

Any thoughts or ideas would be very helpful.

Change the default assignment owner for each resource in the field to the
person who you want to enter time on their behalf.

Thanks for the response, though I don't know exactly what you are
telling me to do. Are you saying that I should replace the resource
on that assignment that is supposed to do the work, with the resource
that is going to report the time?

If so, won't that mess up any resource allocation we are doing, as the
replaced resource will look like they are more available than they
really are?

If that isn't what you are directing me to do, could you please
clarify your steps a little bit more for me, so that i could give it a
try on my end?
