PS 2003 & connection to Windows SharePoint Services

i have following error on my PS2003 with SP1

There is a problem establishing a connection with the Web server running
Windows SharePoint Services. Contact your system administrator.

just to be sure, i have updated my complus app, but it did not resolved
problem

i have discovered that function CheckSTSConnection(sStsWebUrl) in
/LIBRARY/STSUTIL.ASP returns 133 instead of const_S_NOERROR

what can be the source of my troubles?

p.s. i have single server config, PJ running on DC.
