PS 2003 - Notifications forced by PM not appearing in resources e-

This is a Project Server 2003 question.

I can't get the "forced" notifications of status reports due to work as
documented. A requestor has set "Send e-mail to me and my resources" on the
late notice part, but unless the resource has set up THEIR side to get
notifications, they don't get an e-mail.

I remember this working on a 2003 site in a past life, and recall
anything extraordinary required to make it work.

Any thoughts ...?
