PS 2003/WSS V2 - List Templates aren't "universal"

This pertains to Project Server 2003/WSS V2.

I discovered today that List templates created in "Project Workspace" or
"Public Document" WSS sites are not useable in other site templates, and
vice-versa. You may import them to the List Gallery, but they will not appear
in "Create/Lists".

Since "Project Workspace" and "Public Documents" sites have sync-link
mechanisms to Project Server, I assume this may be a root cause for the lack
of compatibility with List templates. If someone can expand on this, feel
free. I can't see how this anything other than a "bug", and hope it isn't
true in WSS V3!

A custom list developed in one workspace will not show up in another
workspace. However, when you save a custom list as a list template in
workspace A, it should be available as a custom list template to use when
creating new content under workspace B under Site Actions>Site Settings>Site
libaries and lists>Create new content"

Understood that custom lists must be templated and then imported to other
sites.

You describe WSS V3's command style below. I am working on WSS V2. I
would hope that the limitation I see is not replicated in WSS V3.
