PS 2007 and removal of PS 2003 Logins-seeking ideas to replace

Thanks for reading this question--

We have a current PS 2003 installation that we are migrating to PS 2007.
One of our key business processes depends on the ability for managers of
collected assignments (assigned to a resource and corresponding user that
accesses PWA tasks via a Project Server login account) to delegate them to
others. As the only login types on PS 2007 are Forms or Windows based, and
as we are not able by local policy to create 'dummy' windows accounts, we are
challenged finding a strategy to replace this capability. We looked into the
'Team' fresource functionality, but this seems to be only a workable option
for 'pulling' assignments by an individual to themselves, not for collecting
assignments and having one person login to PWA and delegate to individuals.

Looking for suggestions on how others are delaing with the loss of the
Project Server login capability, even if their use is different than ours.

I haven't done too much testing around this but have you tried to use the
"Assignment Owner" field in which you would set the assignment owner for
multip users to one resource. This resource would then see all the
assignments in his "My Work" page with the associated resource names.
He/she could then submit the updates for all those resources directly from
there.

This might not work too well if you are using timesheets. Also, if any
other resource needs to temporarily report hours for a team member, the
assignment owner would have to be changed by the PM and the project
re-published.
