PS 2007 Published plans

In 2007 reporting is completely dependent on plans being actively
published. This is not the case with PS 2003.
I am looking for a way to flag when PM's have failed to publish
updated plans, which easily happens. In 2003 you could force a publish
on save, but this option is no longer available.
I focussed in on "Update Needed" field however it appears to be
permanently set to "No", and does not react to task changes.

Any other ideas?

Some progress. If a plan has changed it is flagged when you edit
project properties in PWA.

"This project has unpublished data. You may not be aware of all the
updates that would be published if you choose to publish. If you are
not the Project Manager, then check with them to ensure you are not
publishing such data."

It would be nice if this status was available in a PWA view
