PS 2007 Resource Center View

Is it possible to allow functional managers to view resource availability
through the resource center without allowing them to edit the details of
resources? We are not using timesheets and have not implemented an RBS yet.

Yes, create a new category called All resources, which includes all current
and future resources in the DB. Then, for the functional managers group (or
whatever), associate the All resources category with the group, and then
allow the View Enterprise Resource Data permission. Make sure the category
has an appropriate view and that should do it.
