Can I install PS 2007 with windows sharepoint services 3.0? What are the
pros and cons if go for this?

PS2007 is a WSS hosted application, so installation of WSS3.0 is mandatory.
Whether you then use the functionality provided by WSS to track issues,
risks, deliverables is a business process decision.
