Does anyone have a link to the PSCleaner Tool for cleaning up enterprise
resources?

What exactly happens when the enterprise resource is deleted using PS
Cleaner? Are all assignments in all projects automatically reduced
down to 0 for the deleted resource?

If you delete an enterprise resource using the PS Cleaner tool, the
following happesn:

1. The tool removes the resource from the Enterprise Resource Pool
2. The tool removes the resource's user account from PWA
3. The tool converts the enterprise resource to a local resource in every
project to which the resource is assigned

In your case, the local resource now retains the Remaining Work for any
uncompleted task assignments. Because of this, I believe it is wise to
reassign Remaining Work on uncompleted tasks to another enterprise resource
before using the tool.. Hope this helps.

If I delete the enterprise user using PS Cleaner, all actual hours
submitted by that resource will no longer be in the OLAP report.
What's the difference between using PS Cleaner and the "delete
resource" function under Admin | Clean up Project Server? It seems
that they both make them local resources.

I guess I will have to use the "inactive" checkbox in ERP and then
manually reduce the remaining hours for all tasks in all projects for
that inactive resource.

The PS Cleaner and the Clean Up Project Server Database functionality work
the same when deleting an enterprise resource. By the way you state your
concerns about this process, I would propose that you should not be deleting
enterprise resources until all projects in which they have Actual Work are
completed and those projects are removed from the Project Server database.
