PS2007 - Fixed Duration - non effort driven tasks not working

Hi -
I''ve created a functional project for my PM team to use as a bucket to put
time against general Program Management items that don't relate to a specific
project - an overhead project. I set these up on a quarterly basis.
Fixed Duration - non-effort driven is the task type.
However - as my team reports against this - the duration time changes and so
does the task type to Fixed Units?
We have SP1 plus the latest hotfixes (working on installing the new ones that
just came out July 15th...)
I've tried to put constraints with a Must Finish to keep the end date from
changing - but that doesn't seem to work.

any suggestions?

Could you be a bit more specific?

Fixed duration - non effort driven

Our holidays are incorporated into our enterprise calendars.
When personal time off occurs - we also update the resource.

If it is Non effort driven - why would this push a duration after a task
update from a team member.
Also - why would this change Fixed Duration to Fixed Units??
