PS2007 Risk list as a list template

An over zealous PS 2007 Administrator has changed the Owner column type in
the Risk and Issue logs. Having lived with the PS Queue errors for several
months (during which time lots of Project Workspaces have been created), they
now want to resolve the error. It's not as simple as resetting the 'type' to
'Person or Group' (sadly) as there seems no way to do this in the 'Settings'
page. I have created a list template from the supplied Microsoft Project
Workspace SharePoint template with a view to replacing the defective lists
and, whilst I can now create a replacement Issue list from the Issue list
template, the Risk template is not visible on the 'Create' page. Any
suggestions on working around this problem appreciated...

This is where you might want to tap into your SharePoint Developer team to
see what they say.

The following may work, but I won't guarantee it:

1) Create a fresh Project Workspace unattached to a project. Ensure that
the Project Server features are running.
2) Save the Risk List as a template
3) Deploy it on the target workspace.

Your problem is that the Risk List template is a special kind of list that
is instantiated when the Project Server features are activated on that specific
workspace. It looks like a generic list, but if you go into the database,
you'll see that it has its own unique List Type ID (or whatever it's called).
