PST file isn't synchronized properly - lost e-mails

We have a small LAN, W2k Server, XP Pro clients. All users use Outlook
for their POP3 e-mail accounts. The pst file is kept in the
C:\Documents and Settings\username\Application Data\Microsoft\Outlook
folder.

Occasionally, when a user logs off the PST file doesn't go back to the
server, instead remaining on the machine (s)he logged on to. This is
fine if they continue to use the same machine, but if they move onto
another machine that they haven't used before, their profile is loaded
from the server. Then when they go back to their normal PC, the PST
file is somehow overwritten and they lose any e-mails that were stored
locally.

I have tried to use UPHClean before to try and resolve this but it
seemed to cause more problems than it fixed. I am thinking about moving
everyone's PST file into their own user folder on the server so it
doesn't actually move from server to PC. WOuld this cause any problems
I don't know about or is there a better way to resolve this?
