PST gets bigger when compacted

I have deleted messages out of my pst file on a machine
with Outlook 2002 SP3. They are not in the recycle bin
as I deleted them using SHFT DEL. When I compact the pst
file it's size gets larger not smaller. Does anyone have
a solution to this behavior?
