PST Size doesn't change after deletes and archiving

Using Outlook 2007, Windows XP. I have deleted lots of emails, cleaned out
deleted folders, and archived. The PST size in Windows explorer still stays
the same,
I am concerned about this because my original PST was just over 4gb and I
was having lots of erratic OUTLOOK behavior. I realized that my hard drive is
formatted as FAT32 and there is a 4gb limit on files size so I really wantto
reduce my PST size as opposed to reformatting my hard drive, I have closed
and opened OUTLOOK and rebooted machine - file size does not change.

Have you tried compacting? See if the info here helps:

In addition to Vince's advice, you can convert FAT32 partitions to NTFS
without formatting; see http://support.microsoft.com/kb/307881
