Pub 03 v. Pub 07

HELP! We have MS Pub 2003 11.8166.8172 on some of our machines. Using
those we have pack'n goed many pub files successfully and our commercial
printer has been able to open them. We have started to upgrade some of our
machines and those machines have MS Pub 2003 11.8212.8221 on them. Now any
files we send to the printer either using pack'n go or just sending the file
are not able to be read. The commercial printer has Pub 2007.

Where should we start looking to fix this? They printer is saying it is a
patch issue on the new machines. . . our IT person is saying it is a security
issue on their machines with Pub 2007.
