Pub 2002 - Text hidden behind graphics

I produce a four page leaflet and text and graphics are OK. I preview it as
web file and it is OK. BUT once I put it on the web the text ignores the
boundaries of the picture and disappears behind it. Wordwrap works in Pub
2000 but not in Publisher 2002
Anyone know how to solve this?
