Pub 2007: Not enough multiple copies per sheet

I'm trying to print two dozen business cards on a tabloid sheet of paper. I did it for years in Pub 2003: Just zero the horizontal and vertical gaps and I got 24 cards on tabloid size paper. For some reason, Pub 2007 isn't cooperating. Instead of three rows of eight cards each, I get three rows of three cards each. Changing the paper size to letter and going for the more typical ten cards per sheet doesn't do any better: instead of two rows of five cards, I get two rows of three cards. I can't think of any valid reason Publisher is stopping at three columns of cards; nor can I find a setting that magically forces Publisher to use the whole sheet of paper. What's wrong here?
