Pub 97 to Pub 2003

I am wanting to upgrade my Pub 98 to work with a friend who uses Pub 2000.

If I get the current Pub 2003, can she save as to 2003 and email to me or
will she have to upgrade to 2003?

Forgive me for phrasing it this way but how would Publisher 2000 be able to
save as a file for a version of the program that wasn't developed yet?

You can open her 2000 files. You can save as Pub 2000 for her to be able to
open it. Warning: Any time you do a save as an older version, you risk
losing something in the translation.

She will be able to save files as Publisher 2000 format, which you will be
able to open.
Formatting is lost in the conversion.

If you need to send files back to her, you will have to Save As Publisher
2000, which incurs more formatting loss.

It is best to match versions. Either you should try and get hold of
Publisher 2000 from eBay, or you should both go to Publisher 2002/2003 (2002
and 2003 share file formats, so can be treated as one version - i.e. if you
have 2002 and she has 2003, or vice-versa, then you will be able to share
files without formatting loss)
