Pub requires CD to run after Win2000 SP4 upgrade

I recently installed Win2000 SP4 on several Win2000
desktops at work. Whenever the users try to access
Publisher 2000, they are given the message "The feature
you are trying to access is not available...". And it
prompts for the "Office 2000 - CD2". If I put the disk in
the drive it's fine, but each time the application is run
it now requires the CD. This wasn't the case before the
SP4 upgrade.

And on at least one machine, Publisher appears to load
correctly (after putting in the CD), and then I get the
error "Required registry information is missing. Please
rerun setup to continue".

I have de-installed the entire Office Suite multiple
times. I have run the MS utilities Erase2000 and
Erase2000a. The administrator account seems to be able to
handle Publisher (and Office) fine, but the other user
accounts are completed hosed as far as accessing Office
applications.

Any ideas?
