This is the wrong group for your question. This group is about
programming against Publisher's object model. The correct group for your
question would be the main microsoft.public.publisher group.

Publisher does not have the ability to make pages read-only. (Read-only
is the phrase you are looking for.) The standard advice is to create a
PDF of your publication. This will prevent accidental editing. This can
be done using the Microsoft add-in in Publisher 2007 and PrimoPDF from
www.primopdf.com for older versions.

You could convert the publication to a PDF. There are free converters around.

If you have Office 2007 there is a *save as* PDF add-in.

You also can save your Publisher file as an image. File, save as, files of type,
scroll down to one of the image formats.

Basically there is no good way to completely keeping folks from editing your
file, you can just make it more difficult.
