Public calendar used by 03 and 07

We would like to begin using public calendar. Labels and categories are very
important. If an event is created in 03, it doesn't show up in color in 07.
Also, in 07 categories have already been created for the private calendar of
each individual user. Can we set up a different set of categories to
correspond with those needed in the public calendar?
