How can I subscribe to a public folder or have the public folder notify a
mailing list of changes?

I'm not sure what you mean. If you have an Exchange server with a
mail-enabled public folder, it can receive email and you can view the PF in
Outlook if you have sufficient permissions. You can use that address to
subscribe to a mailing list if you wish. Public folders don't send mail -
but if you have send as rights on that folder, you can use its address in
the From field of a new message to send mail as it. You can also set up
rules on the PF to do many things.

What exactly is it you're trying to do?

I have have a public folder which cantains task items for monthly billing
cycles. I kknow that people can look at the public folder but I would rather
have them automatically receive an email reminding them that their project is
up for billing. I have the task recourence setup to generate a new occurance
at the completion of the previous months task and I want the project managers
to receive a notice of a new cycle is now due.
