Yes it does but it's not recommended because it literally republishes
everything. Normally one only Publishes All the first time to "push" all
timesheet info out to PWA. Subsequent to that, Publish New & Changed is the
norm. Republish All Assignments is typically used when (a) someone other than
athe "owner" project manager publishes the plan, (b) you need to synchronize
timesheets or (c) tasks are missing from a users timesheet.
