Publish another person's calendar (or Conference Room) to the Internet - Can this be done ?

Can this be done by granting another the permissions? If so What
specific permissions are required?

I have granted a user full permisions. When I open the Calendar, or
mailbox, the Publish Calendar option is grayed out. I am using
Outlook in Cached
Mode on the Users Outlook program that I am trying to publish from.
