"publish" button in drop down menu

Am i doing something daft?
I am trying to upload my page to ISP and the "Publish"
button on DROP DOWN menu is always blank no matter what i
do?
ANY HELP MUCHO APPRECIATED.............

What version of FP?

In FP3 Tools | Page Options | Authoring | Make sure that FP is selected for
authoring
