I earlier had posted a question about getting a Discussion Board created with a wizard in FP2000 to work; I indicated one major difficulty was that I could not publish by http from within FrontPage. Publishing by FTP messes up the FP extension
I used Google to find pages with fragments of the error message I was getting and found I could start FrontPage from the command line using the Windows XP Run command, thus
frontpg.exe http://www.customprograms.inf
FrontPage loads the site, I enter the password, and everything works fine
It is still a complete mystery as to why I cannot open the web from within FrontPage itself by http, but at least a solution has been found
