Publish change in "Remaining Work"

If I change someones "Remaining Work", is it necessary to Republish and
overwrite the actuals to get this change published, or would a Publish All do
work?

I believe you will find that Collaborate - Publish - All Information will do
the trick. You only need to republish the assignments if you manually enter
actual progress, such as Actual Work, in the project. Hope this helps.
