"Publish form" option is disabled

In my Outlook, the "Publish form" option is disabled
[greyed out] in the "Tools | Forms" menu.

I've looked at MS support and Googled this, but with no
joy. I've done a 'detect and repair', and a fresh
install - same result.

I'm using Outlook 2003 on XP pro. I originally used the
Office 2003 beta, then purchased and installed Outlook
2003 [which automatically uninstalled the beta].

Any suggestions?
