Publish Problem

In project pro I have some tasks with envelopes
("Information for this task has changed. Select publish
new and changed assignments to update the resources").
When I try to publish the new and changed assignments, I
get nothing and those envelopes don't disappear.
Any ideas?

Are there any resources assigned to those tasks, and if so, are they
enterprise resources that are active (not deactivated)?
