Publish Problem

I'm attempting to publish my web from my network to a
server-based web. When I open my index.html file in the
source web and click the "publish web" option under the
File menu, the contents in the source web DO NOT appear.
There are apparently no files to publish. The path for
the source web listed is correct (there are files and
folders in the source web), but both the up arrow and
delete keys are grayed out. There are files in the
destination web (two folders and an index.html file).

Am I doing something wrong? Forgetting something?
