Publish website to CD

How can I publish a website to a CD so that it can be viewed on any
computer?
I am using FP2003 and have reverse published a copy onto my HD.
I tried putting a copy onto a CD via right click on the folder/send
to.......but the copy is not viewable on any computer but the one I took it
off.
