Published projects not showing in PWA (View A Project)

We are running Project Server 2003 with Project
Professional 2003. When new projects are published they
do appear in Project Centre and they do seem to show a
summary in the Gnatt but when you click on the project,
and are taken to the View a Project page, there is
nothing displayed!! It doesn't seem to matter which view
you select from the drop down list - you are always
presented with "There is no information to display in
this view

Either the project manager has not published the project
plan or there is no information in the project plan to
display"

All of the task assignment seems to work OK as does the
document library, etc but you can't view the actual
project plan within PWA.

I've gone through the admin and double checked the
permissions and all seems OK.

The strange thing is that older projects which were
imported when the server was installed do seem to show OK
but publishing doesn't seem to update the view.

Paul:

When you save a project to Project Server as .published, which is the
default, it immediately appears in the Project Center. However you must use
Collaborate > Publish > Project Plan to get the information to show up in
the drill-down views. If you've done this and the project still doesn't show
up, you'll likely see errors in the application event log on the server.
Tell us what those are and we'll help you troubleshoot.

Paul:

The error indication is quite clear, the views notification service is
unable to run, so nothing is publishing in your system. You need to track
down the cause, a process-of-elimination diagnostic proces.
