Publisher 2000 file conversion

When attempting to insert a jpeg into a pub document,
publisher reports "Publisher cannot convert this file". I
have reinstalled the filters but this does not solve the
problem. OS is Windows 2000. I found an article in the MS
KB, but it only relates this problem to W95/98.

Any suggestions appreciated.
